For each LEA's data submission (except for Texas School for the Deaf, Texas School for the Blind and Visually Impaired, and Texas Juvenile Justice Department), staff responsibility data must be reported for each professional and paraprofessional staff person.

For a staff responsibility, there must be a staff person with a matching TX-UNIQUE-STAFF-ID.

For staff responsibility data reported, there must be corresponding staff data reported.

If ESC-SSA-STAFF-INDICATOR-CODE is "1", then there must be staff payroll with a matching TX-UNIQUE-STAFF-ID where FUND-CODE is not a Shared Services Arrangement fund.

For ESC staff responsibility reporting, if the TX-SharedServiceArrangementStaffIndicator indicates that the staff member is not part of an ESC shared services arrangement, then at least some of their salary must be paid from a TX-FundCode that is not a shared services arrangement fund.

If ESC-SSA-STAFF-INDICATOR-CODE is "2", then there must be staff payroll with a matching TX-UNIQUE-STAFF-ID where FUND-CODE is a Shared Services Arrangement fund.

For ESC staff responsibility reporting, if the TX-SharedServiceArrangementStaffIndicator indicates that the staff member is part of an ESC shared services arrangement, then at least some of their salary must be paid from a shared services arrangement fund.

There must not be more than 199 staff responsibilities for a particular TX-UNIQUE-STAFF-ID.

A staff person must not have more than 199 responsibilities.

If ROLE-ID is "002", "007", "015", "016", "017", "018", "021", "026", "032", "033", "036", "047", or "087", then the following must be provided: CLASS-ID-NUMBER, NUMBER-STUDENTS-IN-CLASS, CLASS-TYPE-CODE, and MONTHLY-MINUTES.

For a staff responsibility where TX-StaffRole is instructional, the following must be provided: TX-UniqueSectionCode, TX-NumberOfStudentsInClass, TX-ClassTypeCode, and TX-MonthlyMinutes.

If ROLE-ID is NOT "002", "007", "008", "015", "016", "017", "018", "021", "026", "032", "033", "036", "047", or "087", then the following must be blank: CLASS-ID-NUMBER, NUMBER-STUDENTS-IN-CLASS, CLASS-TYPE-CODE, and MONTHLY-MINUTES.

For a staff responsibility where TX-StaffRole is NOT instructional and NOT School Counselor (008), the following must be blank/not reported: TX-UniqueSectionCode, TX-NumberOfStudentsInClass, TX-ClassTypeCode, and TX-MonthlyMinutes.

ESC-SSA-STAFF-INDICATOR-CODE must be blank.

For non-ESC staff responsibility reporting, the TX-SharedServiceArrangementStaffIndicator must be blank/not reported.

For a staff Responsibility, the following must be provided: DISTRICT-ID, TX-UNIQUE-STAFF-ID, CAMPUS-ID, ROLE-ID, SERVICE-ID, and POPULATION-SERVED-CODE.

For a staff responsibility, the following must be provided: StateOrganizationId (TX-LEAReference), StaffUniqueStateId, StateOrganizationId (TX-SchoolReference), TX-StaffRole, TX-ServiceId, and TX-PopulationServed.

The combination of the following fields must be unique for each staff responsibility: DISTRICT-ID, TX-UNIQUE-STAFF-ID, CAMPUS-ID, ROLE-ID, SERVICE-ID, and CLASS-ID-NUMBER.

The combination of following fields must be unique for each staff responsibility: StateOrganizationId (LEAReference), StaffUniqueStateId, StateOrganizationId (SchoolReference), TX-StaffRole, TX-ServiceId, and TX-UniqueSectionCode.

ESC-SSA-STAFF-INDICATOR-CODE must not be blank.

For ESC staff responsibility reporting, the TX-SharedServiceArrangementStaffIndicator must be reported.

CAMPUS-ID must match an entry registered with the TEA as an active campus, an under construction campus, or match an entry registered with the TEA as a financial campus ending in one of the following: "701", "702", "703", "720", "750", "751", "998", or "999".

For a staff responsibility, the StateOrganizationId must be an active campus, an under construction campus, or a financial campus for one of the following: superintendent's office, school board, tax costs, direct costs-general administration, indirect costs-general administration, fiscal agent shared services arrangement, unallocated organization unit, or undistributed organization unit.

The first six characters of CAMPUS-ID must match a valid district number registered with the TEA.

The same instructional staff person can only have one responsibility for a specific StateOrganizationId (SchoolReference), TX-ServiceId, and TX-UniqueSectionCode.

If the first six characters of CAMPUS-ID match DISTRICT-ID, then a campus must be reported with the same CAMPUS-ID, unless the last three characters of CAMPUS-ID are one of the following: "701", "702", "703", "720", "750", "751", "998", or "999".
