For a particular TX-UNIQUE-STUDENT-ID reported with a Restraint Event, there must be a student with a matching TX-UNIQUE-STUDENT-ID.

For each student reported with a restraint event, there must be corresponding student data reported.

For each Restraint Event, if NON-MEMBERSHIP-DISCIPLINE-RESTRAINT-INDICATOR-CODE is "0", then there must be Attendance or Flexible Attendance with a matching TX-UNIQUE-STUDENT-ID.

A student in membership (TX-NonMembershipDisciplineRestraintIndicator "0") reported with a restraint event must be reported with at least some attendance or flexible attendance.

Excluding Texas School for the Deaf (227906), Texas School for the Blind and Visually Impaired (227905), and Texas Juvenile Justice Department (227622), if NON-MEMBERSHIP-DISCIPLINE-RESTRAINT-INDICATOR-CODE is "0" and SPECIAL-ED-INDICATOR-CODE is "1" on the restraint event data, then there must be Special Education Attendance or Special Education Flexible Attendance with a matching TX-UNIQUE-STUDENT-ID, or Attendance with a matching TX-UNIQUE-STUDENT-ID where TOTAL-ELIG-SP-ED-MAINSTREAM-DAYS-PRESENT or RS-TOTAL-ELIG-SP-ED-MAINSTREAM-DAYS-PRESENT or RA-TOTAL-ELIG-SP-ED-MAINSTREAM-DAYS-PRESENT or TOTAL-INELIGIBLE-DAYS-PRESENT is greater than 0, or Flexible Attendance with a matching TX-UNIQUE-STUDENT-ID where FLEX-ATTEND-TOTAL-SP-ED-MAINSTREAM-DAYS-ELIGIBLE is greater than 0.

Excluding Texas School for the Deaf, Texas School for the Blind and Visually Impaired, and Texas Juvenile Justice Department schools, if a student in membership (TX-NonMembershipDisciplineRestraintIndicator "0") is reported with a restraint event and is also reported as a special education student at the time of the restraint, then that student must be reported with mainstream attendance, or special education attendance (regular or flexible), or ineligible days attendance.

CAMPUS-ID-OF-RESTRAINT-EVENT must match an entry registered with the TEA as an active instructional campus in the reporting LEA ending in "001"-"698".

For a student restraint event, the StateOrganizationId (SchoolReference) must be registered with the TEA as an active instructional campus in the reporting LEA and must end in "001"-"698".

If RESTRAINT-STAFF-TYPE-CODE is "01", then SPECIAL-ED-INDICATOR-CODE must be "1".

For a student restraint event, if the TX-RestraintStaff indicates the restraint was administered by a school district or charter school employee, volunteer, or independent contractor, then the student must be a special education student.

DATE-OF-RESTRAINT-EVENT must be a valid date.

A student's restraint event EventDate must be a valid date.

DATE-OF-RESTRAINT-EVENT should be greater than or equal to July 1, 2023 and less than or equal to June 30, 2024.

The date of a student restraint event should be within the range of July 1 through June 30 of the reporting year.

The combination of the following fields must be unique for each Restraint Event: TX-UNIQUE-STUDENT-ID, CAMPUS-ID-OF-RESTRAINT-EVENT, and RESTRAINT-INSTANCE-NUMBER.

The combination of the following fields must be unique for each Restraint Event: StudentUniqueStateId, StateOrganizationId (SchoolReference), and RestraintEventIdentifier.

For a Restraint Event the following must be provided: RESTRAINT-INSTANCE-NUMBER, DATE-OF-RESTRAINT-EVENT, TX-UNIQUE-STUDENT-ID, CAMPUS-ID-OF-RESTRAINT-EVENT, RESTRAINT-REASON-CODE, REPORTING-PERIOD-INDICATOR-CODE, RESTRAINT-STAFF-TYPE-CODE, and SPECIAL-ED-INDICATOR-CODE.

For a Restraint Event, the following must be provided: RestraintEventIdentifier, EventDate, StudentUniqueStateId, StateOrganizationId (SchoolReference), TX-PrimaryRestraintReason, TX-ReportingPeriod, TX-RestraintStaff, and TX-SpecialEducation.

Each Local Education Agency's data submission should contain Restraint Events.

Restraint Event data should be reported for each Local Education Agency.

If RESTRAINT-REASON-CODE is "08", then RESTRAINT-STAFF-TYPE-CODE must be "02".

If a student is reported with a restraint event that indicates a "restraint by a school district police officer or school resource officer performing law enforcement duties on school property or at a school-sponsored or school-related activity", then the TX-RestraintStaff must indicate the restraint was administered by a school district police officer or school resource officer.

If RESTRAINT-STAFF-TYPE-CODE is "01", then RESTRAINT-REASON-CODE must be "01" - "07".

If a student is reported with a restraint event that indicates the student was restrained by a school employee, volunteer, or independent contractor, then the TX-PrimaryRestraintReason must indicate that the student was an imminent serious physical harm to themselves, others, property, or a combination of the three.

If RESTRAINT-STAFF-TYPE-CODE is "02", then RESTRAINT-REASON-CODE must be "08".

If a student is reported with a restraint event that indicates the restraint was administered by a school district police officer or school resource officer, then the TX-PrimaryRestraintReason must be "restraint by a school district police officer or school resource officer performing law enforcement duties on school property or at a school-sponsored or school-related activity".

If NON-MEMBERSHIP-DISCIPLINE-RESTRAINT-INDICATOR-CODE is "1", then there must be a student program with a matching TX-UNIQUE-STUDENT-ID where SPECIAL-ED-INDICATOR-CODE is "1".

Students with a restraint event while not in membership (TX-NonMembershipDisciplineRestraintIndicator of "1") must also be reported as participating in the Special Education program.
