For non-instructional Role-Ids, the Monthly Minutes are not based on a class or course section. Monthly Minutes represent the number of minutes that the person (e.g. Counselor - 008) spent providing the counseling services to students.
e.g. A counselor who works 40 hours a week would be reported with 9600 minutes.
