Based on changes made in House Bill 2, 89th Regular Legislative Session, data for the Special Education Language Acquisition will not be collected during the 2025-2026 school year.
Special Education Language Acquisition (SELA)
Texas Education Code (TEC), §29.316, added by HB 548 (Texas Legislature, 86th Regular Session), requires the commissioner of the Texas Education Agency and the executive commissioner of the Health and Human Services Commission (HHSC) to ensure that the language acquisition of each child eight years of age or younger who is deaf or hard of hearing is regularly assessed using a tool or assessment. Additionally, no later than August 31 of each year, a report shall be published on the language acquisition of children eigth years of age or younger who are deaf or hard of hearing.
The SELA collection will consist of data on the language acquisition of children who are eight years of age or younger who are identified as 03 (Deaf or Hard of Hearing) or 05 (Deafblind) from the Disability (C053) table.
